The Challenge of the Driving Theory Test

Getting a full driving licence remains one of the great rites of passage. However, for many learners, this milestone is not as straightforward as it should be. Data from the AA Driving School highlights that some individuals face significant hurdles in passing the theory test. One learner reportedly took the test 128 times, spending nearly £3,000 without success. Another spent £1,725 before finally passing on the 75th attempt.

The difficulty of the test has led some to resort to unethical methods. According to the BBC, over 2,000 cases of attempted cheating were recorded in the 2023-24 period by the Driver and Vehicle Standards Agency (DVSA). Some learners pay ‘impersonators’ to take the test on their behalf, highlighting the desperation some feel when facing repeated failures.

The £23 theory test was introduced in 1996 and is a prerequisite for the practical driving test. It consists of a 50-question multiple-choice exam that must be completed within 57 minutes. To pass, learners need at least 43 correct answers. Questions are randomly selected from a large pool and cover topics such as road signs, emergency procedures, and the Highway Code.

The pass rate peaked at 55.7% in 2020-2021 but dropped to 44.9% by 2024-2025. This decline raises concerns about the increasing difficulty of the test and the challenges faced by learners.
