The Evolution of Control in the Digital Age

In Lord of the Flies, William Golding painted a bleak portrait of human nature — that beneath civilization’s veneil lies something primal, selfish, and violent. Decades later, George Orwell’s 1984 warned of a different beast: a future where technology would amplify that same darkness, allowing power to surveil, manipulate, and ultimately dominate. For both men, evil was not only innate but also adaptive.

Today, in the age of algorithms, biometrics, and digital governance, we are beginning to see how prescient those fears were. Across the world, technology — once celebrated as the great equalizer — is becoming a quiet instrument of control. The European Union’s new biometric Entry/Exit System (EES), launched on October 12 to register fingerprints and facial data of non-EU travelers, is only the latest manifestation of this paradox.

It is billed as a triumph of modern governance: efficient, secure, and standardized. The system replaces the old passport stamp with a digital trace — a record of where you have been, when you arrived, and when you must leave. The EU insists it will reduce overstays, fight crime, and make travel smoother. Yet, in practice, it signals a shift in how power is exercised and experienced. Borders are no longer just physical checkpoints; they are digital firewalls.

The Biometric Era and the Normalization of Surveillance

The biometric era promises safety — but it also normalizes surveillance. In the name of security, we have accepted the quiet surrender of anonymity. Governments now know not just our names but our faces, our movements, and, increasingly, our habits. And, unlike the paper trail of the past, digital records do not fade. They accumulate, analyze, and anticipate.

When Orwell imagined “Big Brother,” he conjured a state that watched from the outside. What he could not have fully foreseen was how willingly we would participate — offering our fingerprints to unlock our phones, our faces to board planes, our data to move through daily life. The line between convenience and control has never been thinner.

The European Union’s Entry/Exit System (EES) is emblematic of a global shift. As the EU collects biometric data from millions of travelers, it joins a long list of governments using technology to “manage” mobility. The justification is rational: the world is more mobile, more insecure, and more interconnected than ever. But the consequences are profound.

Biometric systems, while efficient, also entrench new forms of exclusion. In theory, they promise fairness — every traveler is verified by the same neutral machine. In reality, they create new hierarchies. Those with digital literacy, stable internet access, and compliant documents move quickly; those without are left behind. The affluent glide through e-gates, while the less privileged are held up by systems designed to suspect them.

Technology Redrawing the Geography of Belonging

Across continents, technology is redrawing the geography of belonging. From Europe’s biometric borders to the United States’ digital visa systems, from China’s social credit scores to Africa’s biometric voter registers, the logic is the same: Identify, categorize, control. What began as a tool for efficiency is mutating into a mechanism for exclusion.

When the Berlin Wall fell, many believed humanity had entered an age of openness. The internet, it was said, would flatten hierarchies and dissolve borders. But three decades later, technology has built new walls — invisible, data-driven, and far more enduring.

The paradox of our age is that while the world is more connected, access is increasingly stratified. Visas are filtered through predictive algorithms; asylum claims are triaged by artificial intelligence; and travelers’ profiles are screened against databases built from past movements and biometric signatures.

The “undesirable” — the migrant, the refugee, the poor traveler — encounters not just physical barriers but coded suspicion. These digital fences are difficult to challenge because they operate under the logic of efficiency and safety. Who could be against secure borders or faster processing? Yet, as history reminds us, the most effective systems of control are those that appear benevolent.

The Rise of the Digital State

In pre-tech times, power was visible — soldiers, guards, guns. Today, it hides in the circuitry of databases and the opaque decisions of algorithms. Technology was supposed to democratize access — to bring the peripheries into the center. In some respects, it has. A farmer in rural Uganda can now access global markets through a mobile phone; a student in Buliisa can learn from MIT online. But, as the same technologies are deployed for governance, the balance tilts.

Digital inclusion quickly becomes digital surveillance. The same biometric ID that grants a citizen access to services can also restrict them. The same database that records entry can deny re-entry. What was once a passport stamp that faded with time is now a permanent digital footprint, stored and analyzed indefinitely.

We are witnessing the rise of what scholars call the “digital state” — a form of governance where identity is data and compliance is measured by traceability. It is efficient, yes, but it is also unforgiving. A system error, a data mismatch, or a technical glitch can erase a person from the records of legitimacy. In this brave new world, exclusion no longer requires intent — only indifference.

There was a time when human error was part of governance — when compassion could intervene where systems failed. Today, automation leaves little room for discretion. A machine does not see nuance, and a database does not forgive.

The Cost of Technocratic Precision

The cost of this technocratic precision is moral distance. When borders become biometric and decision-making becomes algorithmic, accountability disperses. The border guard is replaced by an e-gate, the interviewer by a facial recognition camera. The decision to let someone in or out is now a line of code — efficient but impersonal.

Golding’s warning in Lord of the Flies was not about technology but about human nature: That civilization’s tools can quickly turn savage when stripped of empathy. In a sense, we are reliving that parable through our machines. We have created tools powerful enough to secure us — and to isolate us.

Should we worry? We should. Because what is unfolding is not merely a technological revolution but a philosophical one. The shift from paper to data, from human discretion to digital automation, represents a fundamental reordering of trust. In the pre-tech world, trust was negotiated through human interaction. In the new world, it is programmed, verified, and stored.

When governments adopt technologies like the EU’s EES, they claim to do so in the name of safety. But every byte of data collected extends the reach of the state deeper into the private realm of the individual. The more data we surrender, the more predictable — and therefore controllable — we become.

The Need for Restraint

Technology, then, is neither inherently inclusive nor exclusive. It is a mirror, reflecting the values of those who wield it. And right now, that mirror shows a world anxious about movement, fearful of difference, and obsessed with control.

The path forward requires not rejection but restraint. Technology can serve freedom, but only when tempered by transparency, oversight, and ethics. We need laws that protect data as fiercely as borders, and systems that treat people not as entries in a database but as human beings with stories, flaws, and rights.

In the end, the question is not whether we should embrace technology — that debate is long settled. The question is whether we can build a technological future that does not betray the human one.

Orwell wrote, “If you want a picture of the future, imagine a boot stamping on a human face — forever.” Perhaps the modern version is quieter: A biometric scanner that blinks green for some and red for others, sealing the fate of millions at the speed of light.

The machine hums, efficient and impartial. But behind its cold precision lies the oldest truth Golding warned us about — that when man builds without conscience, his creations become his cage.
